To strengthen our Patient Access & External Engagement team, based in Milan, Italy, we are looking for a talented individual to fill the position of: External Engagement Lead.

 

As an External Engagement Lead you will identify and foster purposeful partnerships with key political and advocacy influencers to drive new sources of patient value.

Shape the policy and legislative environment in Italy through leadership in public affairs and advocacy, to maximize UCB’s ability to create value for people living with severe diseases.

 

You will contribute by:

 

Public Policy-Government & Public Affairs leadership within UCB

  • Ensuring that the External Engagement (EE) plan is an integral part of the various Patient Value Plans in UCB Italy.
  • Identifying the key policy priorities and levers for business strategy.
  • Developing government affairs, patient advocacy and public policy agenda in full alignment with short and long-term business goals.
  • Monitoring external environment in the country and across category responsibility to track policy trends, and spot risks and opportunities for business.  Providing monthly reports on trends, and progress against annual objectives.
  • Delivering coherent and sophisticated environmental analysis and policy insight to business, including identification of changes needed in health systems in order to optimize patient access to treatment.
  • Delivering mapping and belief-maps of key patient group / political / governmental stakeholders.
  • Ensuring that the EE Plan contains (1) key patient and policy messages on UCB priorities and (2)  relevant documents / packages for selected national governments, politicians and patient groups, as well as (3) specific outreach programs directed at key political and non-institutional stakeholders, decision makers & influencers.
  • Ensuring a strong link between External Engagement activities and UCB’s pricing, Patient Access and Communication strategies by cultivating external stakeholder relationships and partnership opportunities that focus on (1) improving patients’ access to potentially life transforming therapies and (2) advancing national / local policies to support programs that improve treatment and care for patients.
  • Collaborating with multiple internal stakeholders including UCB’s business, medical, scientific and access leaders, to develop short and long-term strategies to advance UCB’s support of people living with immunologic diseases, bone deficiencies, neurological disorders and rare diseases as well as, support the development of innovative solutions and programs to meet the needs of the patient and caregiver community.
  • Contribute to develop a holistic Access strategy based on engagement with policy makers, patients, payers, HCPs and media

 

Local practice leadership

  • Defining the operating model for EE in Italy, and manage relationships across UCB’s internal external engagement community to drive alignment of UCB positions on external engagement priority topics/issues and ensure delivery of common messages (“one voice”)
  • Developing local External Engagement expertise through development initiatives, trainings and support when needed.
  • Driving EE plan strategy and operation, in line with Patient Access strategies and report progress to Patient Access & External Engagement team and other relevant forums.

 

Constructive external partnerships, advocacy and impact vis-a-vis public policy and legislation/regulation

  • Serving as a UCB Ambassador, building solid, stable and productive relationships with all key external engagement stakeholders (e.g., government, regulators, thought leaders, NGOs incl. patient groups).
  • Representing the company in patient / policy fora.
  • Fostering a "one voice" approach in UCB’s external engagement efforts in Italy.

 

 

Interested? For this position you’ll need the following education, experience and skills:

 

  • University degree. A master's in public health, public policy, public relations / communications, international affairs, political science, business administration and / or a law degree are preferred.
  • 3-5 years prior experience in relevant fields (e.g. public affairs, government affairs, public relations, patient relations).
  • Preferably based in Rome; available to travel to Milan (HQ) and regional capital on a regular basis.
  • Good experience of governmental affairs and patient relation development, analysis and influencing.
  • Understanding the external environment and political decision-making process in Italy, at national and local level.
  • Skilled judgement on positioning and tone on sensitive and complex issues is essential.
  • Ability to grasp complex technical information and "translate" it for non-expert audiences.
  • Effective, flexible approach to team working. Strong management, leadership, coaching and motivation skills that build high performing individuals and teams. Ability to work across cultures and lead teams of geographically dispersed people.
  • Proven ability to lead and influence others at both peer and senior level. Excellent interpersonal skills and previous evidence of networking to a high level. Strong communication, networking, collaboration and interpersonal skills - ability to build relationships of trust with a wide range of individuals and organizations.
  • Strategic and flexible thinking - ability to multi-task, effectively manage projects, handle complex issues, and translate insights into sound analysis and advice to the business.
  • Proven ability to develop trusted relationships with internal and external stakeholders.
  • Understanding of the impact of own actions on other areas of the business and looks for synergies inside and outside the organization.
  • Strong conflict management and negotiation skills.
  • Result orientated: able to demonstrate a track record of personal achievements in complex situations, accountable.
  • Excellent communication skills (both written and oral), with the ability to target communications to specific audiences.
  • Experience on Government / regional institutional roles represent an element of preference.
