UCB is seeking an experienced Health Policy Lead who will play a key role in and contribute to the development and execution of successful public policy strategies.  The person in this key role will provide leadership on US Federal and State policy development to positively shape the policy environment; encouraging continued innovation and maximizing patient access to the most appropriate care.

 

This role is responsible for analyzing, prioritizing, and socializing key policy issues that may have short- and long-term impacts on UCB and the biopharmaceutical industry. This role is also responsible for helping translate policy developments into meaningful direction and strategic advice to various levels of stakeholders within and outside of the company. This role is responsible for developing policy positions on priority issues in partnership with leadership from across the global organization and should have advanced knowledge of and experience in Medicare (Part A, Part B, Part C, and Part D), Medicaid, the Affordable Care Act, and private coverage and payment policies.

 

This role, will be a key interface with priority federal government agencies/organizations (such as HHS, CMS), and will lead partnership efforts with external stakeholders including trade associations, think tanks, and other influencers. This position will collaborate with internal cross-functional teams as well as federal and state Government Relations and Advocacy teams.

 

This person must work collaboratively across functions to ensure a comprehensive view and maintain strong collaborative relationships with key internal stakeholders.  These stakeholders include the Global External Engagement Practice, the Patient Value Units, Market Access and Pricing, Marketing, Regulatory and Operational Excellence.

 

 

Qualifications:

Basic Qualifications:

  • BA or BS is required.
  • 5 years of healthcare experience (examples include key government agencies such as HHS, CMS, CBO, OMB, or FDA; White House, Congressional, State Administrative or Legislative staff; healthcare consulting firms; pharmaceutical, biotechnology, managed care or other healthcare industries; or patient, provider, or trade associations).

     

  • Advanced understanding of federal and state policymaking processes, federal regulatory bodies that monitor and implement health programs, healthcare policy development and the healthcare ecosystem.
  • Exceptional understanding of public payer coverage (Medicare, Medicaid and other public health programs), coding and payment policies is required.
  • Superior problem-solving, analytical and multi-tasking abilities, as well as excellent communications, presentation, collaboration and management skills.

 

Preferred Qualifications:

  • Graduate degree (MS, MPH, MPP, JD or MSc) is strongly preferred.
  • A solid understanding of public payer (Medicare, Medicaid, VA, DoD, and 340B programs) programs and policies is strongly preferred, including knowledge of Government price calculations and compliance regulations.
  • Proficiency with current biopharmaceutical sales, contracting, and reporting systems (for example, Contracts and Rebates Systems) are also preferred.  
  • Payer or provider experience is a plus. 

     

 

Core Competencies

Qualified candidates should possess the following core competencies:

  • Research and Analysis: Strong research skills and knowledge of sources of information on policy issues, as well as the ability to analyze and understand the impact of potential legislation, regulation, public payer policy initiatives and rulings to UCB’s business.  Skills and experience in reviewing clinical literature, including disease state information and target product profiles, in order to understand the implications for payer actions and to develop engagement strategies. 
  • Problem Solving: Strong problem solving skills, including the knowledge of how to research complex policy issues, and the ability to perform qualitative and quantitative analyses.
  • Writing: Ability to write business documents (e-mails, memos, and PowerPoint presentations) clearly and succinctly in a timely manner, as well as the ability to ensure content accuracy, appropriate tone, and attention to detail to ensure work is of superior quality before being reviewed.
  • Speaking/Presentations: Comfort and ability to present information internally and externally on behalf of UCB, Inc.

 

Successful candidates should be self-starters who are willing and able to take responsibility and ownership for following and analyzing key public policy issues and producing timely and high-quality work with limited supervision.
