Job Summary

The Manager Talent Operations Belgium will be responsible for the best in class Talent Operations payroll services in Belgium, that engage and enable our employees to create value for patients.

Main accountabilities include the supervision of a complex payroll (1.200 mio EUR annual base) and the correct administrative execution of employee life cycle events.  This includes legal compliance, process improvement and continuous review of the payroll process.

 

Major Accountabilities

Teamlead

  • Performance management and development of a team of direct reports (mix employees/consultants)

 Supervision of payroll

  • Supervise and co-ordinate activities of payroll, including management of impats and expats, board members & Belspo process
  • Manage payroll workload to meet operational requirements
  • Ensure payroll is processed in an accurate, compliant and timely manner
  • Direct the preparation of payroll related documents
  • Oversee compliance with statutory reporting and filing requirements
  • Prepare relevant weekly, monthly, quarterly and year-end reports
  • Prepare and review payroll account reconciliations
  • Review and improve payroll policies and procedures
  • Oversee the maintenance of current payroll and time systems, including interfaces
  • Ensure all payroll information and records are maintained and documented in accordance with statutory requirements and processes
  • Support all internal and external audits related to payroll
  • Process additional payroll checks for executive staff
  • Interpret new legislation impacting payroll & seek tax optimizations where possible. 
  • Identify/communicate the financial impacts and enforce adherence to requirements
  • Manage and resolve issues relating to payroll process
  • Oversees administrative execution employee life cycle events
  • Monitor the accurate processing of salary changes, sickness, career breaks, promotions and terminations

 

Education and skills

  • Master’s degree
  • Minimum 8 years of experience in Human Resources with 5 to 7 years of experience in a leading operational HR role and complex payroll environment, working with a high volume of transactions
  • Ability to lead, coach and motivate effectively across the organization (direct reports and indirectly)
  • Results driven leader with a strong service oriented mindset and behavior.  Ability to set expectations and communicate results and status proactively
  • Well organized and structured.  Ability to bring structure to team.
  • Very good knowledge of Belgian Social Law; experience with organizing social elections is an asset.
  • Good knowledge of expat payroll, special tax regime non-residents, split payroll, scientist deductions (BELSPO
  • Experience with legal reporting : accounting, Social Bilan, IEF …
  • Strong relationship-building skills and the ability to work with people at all levels in the organization.  Ability to adapt communication style to the audience (cultural awareness)
  • Solid communication skills, ability and willingness to take initiative
  • Able to multitask and manage risk actively
  • IT savvy: easy understanding and use of IT tools & systems.   Extensive knowledge of payroll, time and attendance; strong understanding of HR Processes and systems (SAP, eBlox, Protime; Success Factors etc);
  • Analytical mindset
  • Excellent written and spoken English & French; other European languages are a plus
